ANPR Puts Uninsured Drivers In the Picture
From 4th November 2005, motorists driving uninsured can be detected via
ANPR cameras, thanks to a new facility
using data from the
Motor Insurance Database (MID).
The MID, developed on behalf of the insurance industry by a project team led by CTK consultants,
contains details of all the UK's insured vehicles.
MID controller and CTK customer, the
Motor Insurers' Information Centre (MIIC), worked with the UK Government and
Police Forces to implement a "suspected" list of vehicles that are no longer insured. CTK consultants supported
the development of the extract functionality and assisted MIIC in ensuring that the new scheme is legally and
technically sound.
CTK Managing Director, Donald Martin, said "CTK is delighted that the MIIC and the Police are now able to take
the fight against uninsured drivers to the offenders through the use of ANPR. This project has shown what can be
done when all the stakeholders work together, and CTK welcomed the chance to be a part of this initiative."

ANPR
Automatic Number Plate Recognition. This is a technology that uses a camera, which can be mounted in a police
vehicle or road gantry, to read the numberplates of passing vehecles. This is then checked against a database of
potential offences such as untaxed vehicle and, now, uninsured vehicle.
MID
Motor Insurance Database. A database, operated by the MIIC on behalf of the UK motor insurance industry to record
up to date information on the insurance status of vehicles registered in the UK.
